The Environmental Fund Administration (AFM) has approved a record budget of 2.2 billion lei for the 2025 edition of the Casa Verde Photovoltaics Program. This is the largest allocation so far and, for the first time, it also includes a separate fund of 400 million lei dedicated to energy storage batteries.
“We will support the installation of batteries, not just solar panels. We propose an allocation of 400 million lei solely for this purpose.” – Andreea Damian, AFM Director
- In 2024, the program had a 2 billion lei budget, providing funding for over 66,000 beneficiaries, with a ceiling of 30,000 lei per project.
- The increased 2025 budget allows access for a larger number of eligible households, including those that already have photovoltaic panels but have not purchased batteries.
- The objective is to facilitate the integration of renewable energy into the national grid, reducing dependence on energy imports.
What the Funding Covers in 2025
1. Support for photovoltaic systems
- Funding of up to 30,000 lei per beneficiary for the installation of a complete on-grid system (min. 3 kWp), including inverter, technical project, mounting structure, and related fees.
2. New funding for batteries
- Dedicated budget: 400 million lei for the purchase and installation of storage batteries (min. 5 kWh), either as part of the photovoltaic program or as a separate module.
3. Universal inverter for existing clients
- Measures are being taken to avoid technological lock-in: promoting inverters compatible with multiple types of batteries, eliminating dependence on a single brand.
Why Is This Edition Significant?
1. Increased budget
This is the first time Casa Verde Photovoltaics exceeds the threshold of 2 billion lei, a 10% increase compared to the previous year.
2. Introduction of storage
The dedicated battery fund addresses a real need: many prosumers have photovoltaic systems but cannot fully use the energy without storage solutions.
3. Reduced technological dependence
The new guidelines will promote flexibility in equipment choice, reducing long-term costs and eliminating hidden traps for consumers.
4. Faster access
AFM intends to launch quick sessions under the “first come – first served” model, while also examining fairer selection solutions for future stages.

The Casa Verde Photovoltaics 2025 program marks a major step in Romania’s energy transition. The record 2.2 billion lei budget and the introduction of battery financing reflect strategic changes – offering greater energy autonomy, faster payback, and technological flexibility. For households and existing prosumers, this is the chance for a real upgrade towards efficiency, sustainability, and tangible savings on electricity bills.
