
The Green Home Photovoltaics Program (Casa Verde Fotovoltaice 2025), which provides funding for residential solar systems, will keep in 2025 the same registration procedure: first come, first served, according to the latest official information.
The process will not include major changes compared to previous editions, despite criticism regarding the fairness of this method.
Last year, the maximum budget was 2.2 billion lei, and funds were completely exhausted within minutes after the AFM platform opened. The extraordinary public interest and the speed at which applications were submitted raised concerns about the efficiency and accessibility of the procedure.
The “first come, first served” procedure – arguments and controversies
The principle of “first come, first served” will also be maintained in 2025, including during discussions with AFM and the Ministry of Environment. Dan Pîrșan, president of the Association of Prosumers and Energy Communities in Romania, stated:
“The bad news is that the same criteria as last year will be kept for registration, namely first come-first served. So the digital skills olympics will continue.”
This formula is criticized because it favors applicants with advanced digital experience, as well as those who use automated methods to complete applications.
Record budget in 2025
The program will benefit in 2025 from a record budget of 2.2 billion lei, exceeding the previous ceiling of 2 billion lei.
This is the largest allocation so far and aims to expand access, including for beneficiaries who already have photovoltaic panels but have not yet installed storage batteries.
News: subcomponent for storage batteries
The new edition introduces, for the first time, separate funding for storage batteries, worth 400 million lei. This will allow an estimated 50,000 prosumers to access complete eco-systems: panels + batteries.
The Association of Prosumers supported, during consultations with the authorities, the introduction of fairer selection criteria — for example, selection by lottery or reducing the funding amount per applicant to include a larger number of participants, but these were not adopted.
What this procedure means for applicants
- Maximum speed and preparation – if you want to apply, your AFM account, scanned documents, and account data (ID, land register extract, tax certificate, etc.) must be prepared well in advance of the session opening.
- Extreme risk of exhaustion – as happened in 2024 (failures in the first 60 seconds in the Bucharest-Ilfov area), the registration effort must be automated, fast, and error-free.
- Absolute technical limitations – the use of automated scripts often leads to blocking or rejection of the application. It is advisable to practice with an interactive simulator to avoid surprises on the opening day.
